National ID Card First Issuance

The National ID Card can’t be issued through the Consulate for the first time, it can only be renewed. Issuance for the first time is done when Egypt dispatch’s a specialized committees from the Civil Status Department in Cairo or when the citizen visits Egypt. The Consulate announces the dates of dispatching the committee to Sydney well in advance, in addition to the required documents, in order to issue a new national number card.

The national ID card is issued for any Egyptian citizen over the age of 16.

General rules and guidelines to issue a National ID card

First: Proof of Identity

  1. Egyptian Birth Certificate with the national number
    • If the citizen was born overseas and only has a foreign birth certificate then they must be registered in Egypt with the following documents:
      1. Foreign Birth Certificate
      2. Valid Egyptian Passport or National ID card for both Parents.
        • If a parent is not Egyptian then their foreign passport will be required.
        • Marriage Certificate for the Parents
    • Note: Any Australian/Foreign Documents must be authenticated from the Department of Foreign Affairs and Trade then certified and translated from the Egyptian Consulate.
  2. Proof of identity document, including one of the following:
    1. Egyptian passport
    2. Egyptian driving license
    3. Egyptian trade union card or work permit
    4. Weapon license
    5. Egyptian marriage certificate with a photo of the citizen attached.
    6. Military certificate with photo of the citizen
    7. Military identification card
    8. Acknowledgement by one of the relatives up to the fourth degree to identify the applicant to issue the national ID card. The valid national ID card of the relative and any Egyptian document to prove the relationship.
    9. The foreign passport is not considered as proof of identity.

Second: Proof of residence:

Any of the following alternatives may be considered:

  1. Egyptian passport
  2. Egyptian driver’s license
  3. Ownership contract
  4. Lease Contract
  5. Recent receipt of payment for any of the following services with the name and address of the applicant
    1. Electricity
    2. Water
    3. Gas
    4. Telecommunications
  6. Declaration by a relative of the applicant or a relative of the husband/wife up to the fourth degree to prove their residence at the same address recorded in any of their identity documents.
  7. In case the residency is abroad, proof of resident abroad is made based on the Consulate’s approval in the address field of the application form.

Third: Proof of marital status:

  1. Martial status of (Single) is proven by a citizen’s signed declaration form.
  2. Martial status of (Married/Divorced) is proven by the following options:
    1. Egyptian (marriage or divorce) document or the original paper document or an official copy of it.
    2. For anyone who has reached the age of sixty-five (65) years, his marital status (divorced/widowed) is proven by his national ID card only, whether (for men or women).

Fourth: Proof of occupation:

Proof of occupations for government and public sector employees and pensioners:
  1. For government employees who have not reached the legal retirement age of (60) years: To prove their job title, an official letter approved by the relevant authority must be attached.
Proof of occupations for professionals:
  1. Union professions are proven under (the seal of the competent union on the national ID card form / valid union card / separate letter stating his membership in the union) provided that either of them is issued in the same year as the application for the national ID card.
  2. The trade union profession is proven against the word “abroad” under the Egyptian passport issued by the consulate in which the trade union status abroad “required to be proven” is recorded.

Fifth: Proof of studying or qualification:

Proof of studying:
  1. Confirmation of enrolment letter from the relevant School, College, or University.
    1. If the letter is from abroad then it will need to be Authenticated by the Department of foreign affairs and trade and then certified by the relevant Egyptian Consulate/Embassy.
Proof of qualification:
  1.  Graduation certificate or academic transcript from the relevant College, or University.
    1. If the document is from abroad then it will need to be Authenticated by the Department of foreign affairs and trade and then certified by the relevant Egyptian Consulate/Embassy.
